Shruti Narain is the Resiliency Training Coordinator for Northern California at the California Office of the Small Business Advocate (CalOSBA). Her teams leads the Outsmart Disaster program, providing crucial business continuity training to business owners, stakeholders, and associations.
With extensive coaching and facilitation experience, Shruti has mentored diverse individuals, from job seekers to new hires and brings her expertise in response protocols, presentation, preparation, and data tracking to CalOSBA. Previously, Shruti served as an EPR and Northern Division Outstation Trainer at the Employment Development Department (EDD), training new hires and providing employment services to jobseekers. As the former Visual Communications Team Lead at Sustainable Silicon Valley (SSV), she led strategic decisions in web design, social media, and marketing. Shruti has also run her own freelance design firm, working closely with small businesses, managing brand identity, and creating impactful materials.
Clair Whitmer

Governor's Office of the Small Business Advocate
Clair Whitmer leads the Regional Economic Engagement team as NorCal Regional Advisor for the Office of the Small Business Advocate at the Governor’s Office of Business and Economic Development. Whitmer recently served for two years as a FUSE Corps Executive Fellow for the City of Fresno Economic Development Team, helping the city to devise a strategic framework for inclusive economic development. She also ran her own small business, UpBay Express, from 2020-2023. Prior to being tapped as a FUSE Corps Fellow, Whitmer was Head of Consumer Experience for Maker Media, publisher of Make: and producers of Maker Faire, from 2014 to 2019. Whitmer has worked in Silicon Valley since the 1990s, holding positions at several major brands in product management and tech-focused journalism. While living in France, she also served as Director of Voter Outreach for the Overseas Vote Foundation. Whitmer graduated summa cum laude in Political Science from San Francisco State University and is a dual citizen of France and the United States. Her mission is to help grow her region’s entrepreneurial ecosystem in pursuit of an economy that works for everybody.
Bob Adams

Bob Adams is the Small Business Local Engagement Specialist serving the vibrant Central Valley region. With his wealth of experience and passion for fostering small business growth, Bob is a driving force behind empowering local entrepreneurs to thrive.
Bob's journey began at the University of Idaho, where he earned his bachelor's degree. Equipped with a solid educational foundation, he embarked on a career path focused on supporting small businesses and creating opportunities for their success.

Before joining the team at CalOSBA, Bob served as the Caltrans District 10 Small Business Liaison based in Stockton. In this role, he spearheaded supplier outreach initiatives for various programs, including the federal Disadvantaged Business Enterprise and state Small Business and Disabled Veteran Business Enterprise certification programs. Bob's dedication ensured that underrepresented businesses had a fair chance to participate in government contracts and procurements.
Drawing on his extensive broadcasting background, Bob recognized the potential of social media and broadcasting platforms in boosting small business growth. To harness this power, he founded Local Social, a dynamic business aimed at developing effective social media, radio, and television strategies to enhance small business engagement. Through Local Social, Bob successfully helped numerous small businesses increase their online presence, reach a wider audience, and ultimately elevate their brand visibility and customer engagement.

Bob's commitment to empowering small businesses includes actively engaging with local communities, sharing his expertise through workshops, seminars, and networking events. By nurturing connections between entrepreneurs and providing guidance, Bob strives to create a supportive ecosystem where small businesses can thrive.
Manjeet McCarthy
Senior Permitting Specialist

Manjeet McCarthy is the Senior Permitting Specialist at the California Governor’s Office of Business & Economic Development (GO-Biz). The focus of her role is to support the business sector through collaboration and partnership with numerous state and local regulatory agencies. She supports businesses by providing state, federal and local permitting assistance and mediation services working at the speed of business. Her enthusiasm is for the common goal of creating a more inventive, inclusive, and sustainable economic future for all. That stems from her personal struggles as an immigrant, a woman and minority. Nevertheless, she has used those difficulties as the cornerstone of her drive and strength to work harder. She has a master’s degree in English Literature from a Commonwealth University in Punjab India.
Cesario Ruiz

Cesario Ruiz joined El Pájaro CDC’s in 2013 to manage the Food Business Incubator Program. Growing up in Andocutin, Guanajuato, a small village in Mexico, better known as El Bajio (one of the richest zones in agricultural and livestock production) Cesario comes from a traditional family where cooking formed part of the quotidian life. It was at the age of 11 that he asked his mother to let him cook a meal for his entire family (he has 8 siblings). With their mom’s guidance and support, he was able to accomplish his goal. His passion for cooking was just getting started. His first official food service-related job was as a dishwasher in a commercial kitchen. His interest in cooking made him advance in the kitchen, and after a few months in the restaurant he was promoted to the prep station, then to cook, and finally, store manager. With limited room for growth in that position, he decided to explore other options. He worked with two prominent local businesses while mastering the financial and administrative sides of food service. His strong background made Cesario the ideal candidate as a manger of El Pájaro CDC’s Business Incubator Program. He is responsible for the coordination the operation of the kitchen and providing support and resources to current and aspiring food entrepreneurs. Cesario is also the instructor and creator of our new How to Start a Food Business program curricula. Thanks to his leadership the Kitchen Incubator Program has support over 50 entrepreneurs in developing their own food products and brands. He believes fundamentally that the best way to create stronger connections between people is to share anything you excel at- pay it forward. Cesario is also a food entrepreneur and has a passion for Cuban culture, especially music and dance (he’s been teaching Cuban salsa for almost two decades). One of his favorite hobbies when not in the kitchen or assisting other food startups, you will find him teaching dance and expanding his network of friends and community members.

Quintin brings over 5 years of experience in the restaurant industry, in addition to 4 years of experience as an economic developer, to provide a unique blend of talents and insights to small business management.Coming from a family that is built around a small and rural business on its third generation, he has an intimate understanding of the importance that small businesses serve in rural communities. Quintin’s expertise runs the gamut from planning, financing, managing costs, to specific subjects such as restaurant management and menu development.
Louise Porter

Louise Porter is a Public Information Officer with the U.S. Small Business Administration’s Office of Disaster Recovery and Resilience, Field Operations Center – West. She began her career in 1999 as a loan assistant after Hurricane Floyd on the East Coast, after which she spent a year working in the disaster recovery center in Lower Mahnattan after 9/11. Since that time she has had the opportunity to respond in person to numerous disasters including Hurricanes Katrina, Maria and Sandy; tornados in Texas and Louisiana; flooding in Nebraska, South Dakota, Oklahoma, and Montana; landslides in Washington state and debris flows in Arizona. Currently she is assigned to the California Joint Field Office working in Interagency Coordination. Louise is a graduate of Cornell University where she received her undergraduate degree in industrial and labor relations and Canisius College where she earned a master’s degree in communication and leadership.
Megan Hodapp
Small Business Finance Center Manager

California Infrastructure and Economic Development Bank (I-Bank)
Megan Hodapp is the manager of the Small Business Finance Cetner (SBFC) at the California Infrastructure and Economic Development Bank (IBank). Prior to becoming the manager, she served as a Loan Officer in the Small Business Finance Center for 3 years where she assisted California small businesses with accessing capital. The SBFC currently administers the California Small Business Loan Guarantee Program, California Small Business Disaster Relief Loan Guarantee Program, Farm Loan, and Jump Start Loan Program. Megan manages IBank’s partnerships with 7 Financial Development Corporations (FDCs) located throughout the State to encourage small business lending. The programs offer repayment of guarantees on behalf of IBank to financial institutions as incentives to make loans to small businesses that experience capital access barriers. Megan has been serving small businesses in California in a variety of jobs and programs throughout her career. Prior to her career with IBank, Megan was a program analyst for the Office of the Small Business Advocate (OSBA) at the Governor’s Office of Business and Economic Development (GO-Biz) and for the California Capital Access Program (CalCAP) at the State Treasurer’s Office (STO). Megan graduated from California State University Sacramento with a Bachelor of Science degree in Criminal Justice.

Alison’s background includes several private and public sectors, including construction project management and solid waste management.

Matt Zweier currently serves as a Business Outreach Manager at the Office of Small Business and Disabled Veteran Business Enterprise Services, California Department of General Services. In this role, he educates business owners about the benefits and opportunities of pursuing a Small Business (SB) certification, Disabled Veteran Business Enterprise (DVBE) certification, and contract opportunities with the state of California. Matt previously worked in the California State Assembly and California State University system. His background is in communication, education, and government.
